HESCO Bill Calculation for Domestic Three Phase, Single Phase, and Commercial consumers are a bit different. This tool tentatively estimates the bill for three-phase and single-phase domestic consumers.
To understand how calculations of the HESCO bill are conducted, you must make some multiplications and additions as per the steps detailed below:
For Estimating Upcoming HESCO Bill:
For consumers trying to estimate their upcoming bill single phase, you need to calculate the consumed units at the current date and time. Subtract the previous month’s reading from your current reading showing up on your meter. E.g. If your current reading on the meter is 25670 and the last month’s reading on the bill is 25275, then your consumed units become: 25670-25275 = 395 Units
Now you have to bifurcate your consumed units into tariff slabs. E.g If you have consumed 395 units, then bifurcation becomes Slab 1: 300 Units Slab 2: 95 Units For detailed distribution of applicable slabs, check here.
For Verifying Current HESCO Bill:
For consumers trying to verify their present Single phase HESCO bill calculation, you need to check the bill and confirm the value obtained after subtracting the present meter reading from the previous month’s reading manually. E.g. If your current reading mentioned on the bill is 25670, and the previous month’s reading on the bill is 25275, then your consumed units become: 25670-25275 = 395 Units
Check the bifurcation of consumed units into tariff slabs shown in the bill calculation box of the bill. E.g Bifurcation of 395 units becomes Slab 1: 300 Units Slab 2: 95 Units For detailed distribution of applicable slabs, check here.
The HESCO bill calculator then asks for Fuel PriceAdjustment (FPA) and Quarterly price adjustment(QTR ADJ) values, for which you can fetch details from the previous month’s bill to estimate the upcoming bill or your present month’s bill for verifying the current bill. The tool will now calculate per the tariff Government of Pakistan provided. As of September 2022, the tariff issued by GOP for residential consumers is mentioned under:

The calculator picks the applicable government tariff rates and then multiplies them with respective consumed units to start the HESCO bill calculation. E.g. If we have consumed 300 Slab 1 unit and 95 Slab 2 units, the calculator selects the unit rate of 14.2906 rs/unit for 300 and 19.8966 rs/unit for 95 units, respectively. 300 x 14.2906 = 4287.18 Rs 95 x 19.8966 = 1890.177 Rs
The cost of electricity is then calculated by adding the above-calculated amounts: 4287.18 + 1890.177 = 6177.357 Rs
F.C. Surcharge means Financing Cost Charges are decided by Govt. of Pakistan as .43 Paisa per unit. Therefore, the tool multiplies these charges with the total units consumed. 395 X 0.43 = 169.85 Rs
Electricity Duty is applied to the cost of electricity by a multiple of 1.7%. So tool determines the amount as: 6177.357 * 1.7/100 = 105.015 Rs
35 Rs is the T.V. License Fee (TVL) is the standard fixed fee charged by every consumer. Tool input this constant value on its own.
One of the mandatory taxes applied by the Govt. of Pakistan is General Sales Tax (GST) which is 17% of the combined amount of Cost of Electricity, F.C. Surcharge, Quarterly Tariff Adjustment, and Electricity Duty. Therefore tool performs the calculations as follows: 6177.357 + 169.85 + 660.11 + 105.015 = 7112.332 6605.396 X (17/100) = 1209 Rs
Since consumers are continuously charged for previous bill adjustments by the name of Fuel price adjustment, then it is being considered that GST is also applied to the Fuel price adjustment of the current bill. So tool calculates the GST of FPA as: 203.61 x (17/100) = 34.61 Rs
Similarly, Electricity duty is also applied to Fuel Price adjustment. Therefore, ED of FPA is also calculated by the HESCO bill calculator in a similar way: 203.61 X (1.5/100) = 3.05 Rs
After all the above calculations, the tool then adds up all the values except Fuel adjustment charges to calculate the current bill amount: Cost of Electricity + F.C. Surcharge + Quarterly Adjustment + Electricity Duty + TVL Fee + GST = Current Amount 6617.357+ 169.85 + 660.11 + 105.015 + 35 + 1209 = 8796 Rs
The amount which is due on the consumer to be paid before the due date is calculated by adding all the FPA charges to the current amount: (FPA + GST on FPA + E.D on FPA) + Current Amount = Total Payable bill before Due date. (203.61 + 34.61 + 3.05) + 8796 = 9037.27 Rs. However, in your bill, the total payable bill amount will be appearing different due to the inclusion of arrears if applicable.
Late Payment Surcharge .i.e, L.P. Surcharge, is taken as 10% of the Cost of Electricity consumed by a HESCO user. 6617.357 x (10/100) = 661 Rs
The total HESCO bill calculated, which can be paid after the due date, is measured by adding L.P. Surcharge to the total bill payable before the due date. 661 + 9037.27 = 9698 Rs = Total Payable bill after Due date.
Bill Calculation for Three Phase Users
To understand how calculations of the HESCO bill are conducted, you must make some multiplications and additions as per the steps detailed below:
For Estimating Upcoming HESCO Bill:
For consumers trying to estimate their upcoming bill, you need to calculate the Off-Peak hours and Peak hours unit consumed at the current date and time. Please note, that your meter will be showing two sets of meter readings. Follow the process defined below to estimate the exact bill
For Off-Peak Hour Units: Subtract the previous month’s Off-Peak hour reading from your current Off-Peak hour reading showing up on your meter. E.g. If your current Off-Peak reading on the meter is 102320 and the last month’s Off-Peak hour units reading on the bill is 102073, then your off-peak consumed units become: 102320-102073 = 247 Off-Peak Units
For Peak Hour Units: Subtract the previous month’s Peak hour reading from your current peak hour reading showing up on your meter. E.g. If your current peak time reading on the meter is 20777 units and the last month’s peak hour reading on the bill is 20731, then your peak hour consumed units become: 20777-20731 = 46 Peak units
For Verifying Current HESCO Bill:
For consumers trying to verify their present HESCO bill calculation, you need to check the bill and confirm the value obtained after subtracting the present meter reading with the previous reading manually. E.g. if your current peak reading mentioned on the bill is 25670, and the previous peak hour reading on the bill is 25370, then your consumed units become: 25670-25275 = 395 Peak hour Units
Now the calculator asks you to input Peak and Off-peak units; then, you should fetch this information from your present bill; the first set of units under the meter reading box of your invoice represents the Off-peak hours, whereas the second set of the unit represents the peak hours.
In the image below, just above the government charges tab, two rows are visible. The first row shows 247 under the units tab which implies that these are off-peakunits whereas the second set show 46 units which depict that these are Peak hour units. So, we have, 247 = Off-Peak Units, 46= Peak Units
The HESCO bill calculator then asks for Fuel PriceAdjustment (FPA) and Quarterly price adjustment(QTR ADJ) values, for which you can fetch details from the previous month’s bill to estimate the upcoming bill or your present month’s bill for verifying the current bill. The tool picks the applicable peak and off-peak government tariff rates and then multiplies them with respective consumed units to start the HESCO bill calculation. E.g. If we have consumed 247 Off-peak units and 46 Peak hour units, the calculator selects the unit rate of 18.01 rs/unit for 247 and 24.33 rs/unit for 46 units, respectively. 247 x 18.01 = 4448.47 Rs 46 x 24.33 = 1119.18 Rs
The cost of electricity is then calculated by adding the above-calculated amounts: 4448.47 + 1119.18 = 5567.65 Rs

After all the above calculations, the tool then adds up all the values except Fuel adjustment charges to calculate the current bill amount: Cost of Electricity + F.C. Surcharge + Quarterly Adjustment + Electricity Duty + TVL Fee + GST = Current Amount 5567.65+ 125.99 + 816.55 + 95.206 + 35 + 1123 = 7764 Rs
The amount which is due on the consumer to be paid before the due date is calculated by adding all the FPA charges to the current amount: (FPA + GST on FPA + E.D on FPA) + Current Amount = Total Payable bill before Due date. (2450.24 + 416.5408 +36.75) + 7764 = 10666.92 Rs. However, in you bill total payable bill amount will be appearing different due to the inclusion of arrears if applicable.

The total HESCO bill calculated, which can be paid after the due date, is measured by adding L.P. Surcharge to the total bill payable before the due date. 557 + 10,667 = 11,224 Rs = Total Payable bill after Due date.
