FESCO Bill Calculation Method

FESCO electricity bill calculator has a different working methodology for single-phase and three-phase connection users. The main differencing factor is the value of the units consumed, noticeably in three-phase connection in terms of peak and off-peak hours consumption. You must know that the calculations conducted by the above tool are applicable to domestic consumers only. 

Bill Calculation for Single Phase Users

The FESCO bill calculator is good at estimating the upcoming values as well as verification of the current bill. It is quite accurate in terms that it is a FESCO bill calculator with FPA values. To understand the FESCO bill calculation, you shall first understand the operations behind the basic values

FESCO Bill Estimator:

  • For single-phase users estimating the upcoming bill, the first step in the calculation is estimating the units consumed value. You can estimate them by subtracting the current reading on the meter from the previous month’s reading on the bill. E.g., If your current reading on the meter is 59,306 and the last month’s reading on the bill is 59,034, then your consumed units become: 59306-59034 = 272 Units
  • Till August 2022, bills were calculated using the unit rate of the last two applicable slabs. However, from September 2022, only the unit rate of the last slab is applied to the total consumed units. E.g., If the total consumed units are 106 units, then a tariff rate of 201-30 units slab is applicable, which is 16.7386 rs/unit. For detailed distribution of tariff slabs, you can click here.

FESCO Bill Verifier:

  • For single-phase users verifying their current bill, the first step is to verify the number of units consumed. It would be best to verify the value of the unit consumed mentioned in your bill by subtracting the present reading from the previous reading mentioned on your bill. E.g., If your current reading mentioned on the bill is 59034, and the previous month’s reading on the bill is 58762, then your consumed units become: 59034-58762 = 272 Units
  • You can verify the bill calculation by multiplying the consumed units with the applicable unit rate slab. Previously, the unit rates of the last two slabs were applied; however, from September 2022, only the tariff rate of the last slab is considered in the calculation.   • FESCO Bill calculator then requires the value of Fuel price adjustment and Quarterly price adjustment for accurate estimation and verification of your bill.
  • To estimate the upcoming bill, you don’t have the exact values of FPA and QTR; in that case, you can input the previous month’s FPA and QTR values from the bill. See the image below to locate the values mentioned above in the bill.

As per the NEPRA guidelines, the following tariff rates shall be applicable in October 2022 on the consumed units.

  • The tariff rates are then multiplied by the corresponding unit slabs to start the calculation of the cost of electricity. For the values of the above example, the tool performs the following operation: Units x GOP Tariff > 272 x 16.7386 = 4553 Rs. You can also calculate and verify your cost of electricity in the same pattern.
  • Based on the unit consumed, the financing cost surcharges (F.C.) are calculated with an approved rate of 0.43 paisa/unit. The tool multiplies the total consumed units with F.C. Rate i.e. Units x F.C Rate > 272 x 0.43 = 116.96 Rs.
  • The cost of electricity is then multiplied by 0.017 to determine the electricity duty (E.D.), which then becomes: Cost of Electricity x 0.017 > 4553 x 0.017 = 77 Rs.
  • Fixed charges of 35 Rs. are taken regarding Television Licence Fee (T.V. Fee). You can spot this fee in the Govt. charges section of the bill.
  • Your bill is then charged with General sales tax (GST), which is 17% of the cumulative amount of cost of electricity, F.C. Surcharge, Quarterly Adjustment, and Electricity Duty. The tool performs the calculations to estimate the accurate value of GST. However, you can also find the GST amount for your bill by doing similar calculations as done for the above example. (Cost of Electricity + F.C. + QTR + E.D) x 17/100 (4553+116.96+559.29+77) x17/100 = 903 Rs.
  • As Fuel price adjustment (FPA) is taken for previously consumed electricity, GST is also taken on that amount. The tool calculates the 17% GST on FPA. As a consumer, you can calculate this charge by multiplying your FPA value by 0.17. FPA x 17/100 > 3473.92 x 17/100 = 600 Rs. > GST on FPA
  • Electricity Duty is also on applicable Fuel price adjustment, which is calculated similarly by multiplying FPA by a value of .015. FPA x 1.5/100 > 3473.92 x 1.5/100 =52.11 Rs. > E.D on FPA
  • After making the above calculations, the tool calculates the current bill amount. This amount is the sum of all the above values except Fuel price adjustment. Cost of Electricity + F.C. Surcharge + Quarterly Adjustment + Electricity Duty + TVL Fee + GST = Current Amount 4553+116.96+559.29+77+35+903 = 6244.25 Rs.
  • The amount charged from the consumer is the sum of the current amount and all the FPA charges. This amount is referred to as the amount payable within the due date.
  • You can calculate the payable amount by the formula: Current Amount + (FPA + GST on FPA + E.D on FPA )= Amount Payable before Due date 6244.25 + (3473.92 + 600 + 52.11)=10370.28 Rs.
  • Consumers who fail to make payments before the due date are penalized with a late payment surcharge (L.P. Surcharge). It accounts for 10% of the cost of electricity consumed by FESCO users. If your cost of electricity is 4553 Rs., then the L.P. surcharge becomes: Cost of Electricity x 10/100 > 4553 x 10/100 = 455.3 Rs.
  • The amount which has to be paid after the due date is obtained by adding L.P. Surcharge into the payable amount that can be paid before the due date. Payable amount before due date + L.P. Surcharge = Payable amount after the due date > 10370.28 +455.3 = 10825 Rs.

Bill Calculation for Three Phase Users

The FESCO bill calculator is good at estimating the upcoming values as well as verification of the current bill. To understand the FESCO bill calculation, you shall first understand the calculation behind the basic values

FESCO Bill Estimator:

  • For three-phase users estimating the upcoming bill, the first thing you need to do is to calculate the electricity consumption in peak and off-peak hours. Your electricity meter will be showing two sets of readings, one for off-peak and another one for peak hours consumption. Follow the process below to estimate the bill accurately
  • For off-peak hours Unit consumption: You shall subtract the previous month’s off-peak reading from the present off-peak reading of your meter. In this way, you will get the estimate of unit consumption for the present month to date. E.g. If your current off-peak reading on the meter is 9407 and the last month’s off-peak reading on the bill is 9010, then your freshly consumed off-peak units are calculated as 9407 – 9010 = 397 Off-Peak Units
  • For peak hours unit consumption: You shall subtract the previous month’s peak reading from the present month’s peak reading visible on your meter. E.g If your current peak time reading on the meter is 2527 units and the last month’s peak hour reading on the bill is 2432, then calculate your peak hour units by 2527 – 2432 = 95 Peak Hour units

  • For three-phase consumers, verifying the current FESCO Bill, you need to check the electricity consumption during peak and off-peak hours. Your bill will be showing two sets of readings, the first one is off-peak and the second one is for peak hours. Follow the process described below to verify your FESCO online bill.
  • Now the calculator asks you to input Peak and Off-peak units; then, you should fetch this information from your present bill; the first set of units under the meter reading box of your invoice represents the Off-peak hours, whereas the second set of the unit represents the peak hours.
  • In the image below, just above the government charges tab, two rows are visible. The first row shows 397 under the units tab which implies that these are off-peak units whereas the second set show 95 units which depicts that these are Peak hour units. So, we have, 247 = Off-Peak Units, 46= Peak Units

  • The FESCO bill calculator then asks for Fuel Price Adjustment (FPA) and Quarterly price adjustment (QTR ADJ) values, for which you can fetch details from the previous month’s bill to estimate the upcoming bill or your present month’s bill for verifying the current bill.   • The tool picks the applicable peak and off-peak government tariff rates and then multiplies them with respective consumed units to start the FESCO bill calculation. E.g. If we have consumed 247 Off-peak units and 46 Peak hour units, the calculator selects the unit rate of 18.01 rs/unit for 247 and 24.33 rs/unit for 46 units, respectively.
    397 x 22.1531 = 8795 Rs
    95 x 28.4731 = 2705 Rs
  • The cost of electricity is then calculated by adding the above-calculated amounts:
    8795 + 2705 = 11500 Rs
  • F.C. Surcharge means Financing Cost Charges are decided by the Govt. of Pakistan as .43 Paisa per unit. Therefore, the tool multiplies these charges with the total units consumed.
    492 X 0.43 = 211.56 Rs
  • Electricity Duty is applied to the cost of electricity by a multiple of 1.7%. So tool determines the amount as:
    5567.65 * 1.7/100 = 200 Rs
  • 35 Rs is the T.V. License Fee (TVL) is the standard fixed fee charged by every consumer. Tool input this constant value on its own.
  • One of the mandatory taxes applied by the Govt. of Pakistan is General Sales Tax (GST) which is 17% of the combined amount of Cost of Electricity, F.C. Surcharge, Quarterly Tariff Adjustment, and Electricity Duty. Therefore tool performs the calculations as follows:
    11500 + 211.56 + 1857.9 + 200 = 13769.46 Rs.
    13769.46 X (17/100) = 2340 Rs
  • Since consumers are continuously charged for previous bill adjustments by the name of Fuel price adjustment, then it is being considered that GST is also applied to the Fuel price adjustment of the current bill. So tool calculates the GST of FPA as:
    5354.39 x (17/100) = 924 Rs.
  • Similarly, Electricity duty is also applied to Fuel Price adjustment. Therefore, ED of FPA is also calculated by the FESCO bill calculator in a similar way:
    5354.39 X (1.5/100) = 80.32 Rs
  • After all the above calculations, the tool then adds up all the values except Fuel adjustment charges to calculate the current bill amount:
    Cost of Electricity + F.C. Surcharge + Quarterly Adjustment +
    Electricity Duty + TVL Fee + GST = Current Amount
    11500 + 211.56 + 1857.9 + 200 + 35 + 2340 = 16145 Rs
  • The amount which is due on the consumer to be paid before the due date is calculated by adding all the FPA charges to the current amount:
    (FPA + GST on FPA + E.D on FPA) + Current Amount = Total Payable bill before Due date.
    (5354.39 + 924 + 80.32) + 16145 = 22503 Rs. However, in your bill total, the payable bill amount will be appearing different due to the inclusion of arrears if applicable.
  • Late Payment Surcharge .i.e, L.P. Surcharge, is taken as 10% of the Cost of Electricity consumed by a FESCO user.
    11500 x (10/100) = 1150 Rs
  • The total FESCO bill calculated, which can be paid after the due date, is measured by adding L.P. Surcharge to the total bill payable before the due date.
    1150 + 22503 = 22653 Rs = Total Payable bill after Due date.

Domestic Consumers Unit Rate – Single Phase

The government of Pakistan abolished the multi-tariff system in September 2022. On the directive of GOP, the latest electricity bill unit price for domestic consumers has been revised by NEPRA. However, the multiple-slab system tariff is still applicable to protected consumers. The table below shows the details of protected and unprotected Tariff Rates for Single phase consumers.
